ABSTRACT. In the presence of the capital market imperfections that affect the ability of workers to borrow and invest in human capital, the impact of trade liberalization depends on the country's endowment of skilled labor. More market-oriented corporate activities can also be viewed as political; the legitimacy of business activities is a deeply political issue. Attention needs to be paid to the interactions between politics and economics.
