ABSTRACT. Liberal political philosophy maintains that individuals should be left unimpeded to pursue their conceptions of the good life. The law is a system of rules that are identified by appeal to a rule of recognition. A rights-based conception of the rule of law assumes that citizens have moral rights and duties with respect to one another.
