ABSTRACT. Hart claims that while sanctions might mark circumstances in which people are obliged to conform, they have an obligation only when subject to a practiced social rule requiring an act or omission. Rawls states that as economic systems develop and basic material needs are met, beyond this point the fundamental interest in determining our plan of life eventually assumes a prior place.
