ABSTRACT. The purpose of this paper is to gain a deeper understanding of harmonization and legitimation of the plurality of legal regimes in play under current conditions, Habermas’s assessment of global terrorism, and the spread of supra-national and privatized layered and segmented legal regimes. This paper seeks to fill a gap in the current literature by examining the scope of constitutional equality, the dynamic between particularism and universalism in the context of constitutionalism and constitutional ordering, and the construction of a global constitutional order. pp. 218–223
