THE EFFECT OF INTERNATIONAL AGREEMENTS IN THE EUROPEAN LEGAL ORDER
STEFAN PAUNABSTRACT. This paper aims to analyze and discuss policy dynamics in the Council of the European Union, the networking capabilities of the EU countries, the Council’s decision-making process, theoretical models of EU decision-making, and the hybridity of EU governance. The overall results provide strong evidence for the meaning of contemporary constitutionalism in Europe, civil society’s effects on governance, the increased opportunities provided by EU enlargement, the structure of organizational networks, and the functioning of EU policy implementation. pp. 182–187
