THE PERVASIVENESS OF RED TAPE IN PUBLIC ORGANIZATIONS
DOINA POPESCU LJUNGHOLMABSTRACT. The purpose of this article is to gain a deeper understanding of the factors driving red tape perception, global measures of organizational red tape, organizational effectiveness as a negative outcome of red tape, and the role of public personnel rules as an important source of red tape. The theory that I shall seek to elaborate here puts considerable emphasis on features of red tape that diminish innovation and enterprise in the market, the adverse impacts of red tape on organizational effectiveness, dimensions of red tape in public organizations, and the negative effect of red tape on performance. pp. 117–122
