ABSTRACT. Applying new conceptual and methodological approaches, this study advances to the next level research on the repetitious and energetic character of collaboration, the governance advantages that can appear from a well handled and funded collaborative process, and collaborative structures of public service delivery. My analysis complements the growing literature on the processes of collaborative governance, the assessment of performance in collaborative arrangements, incompatible values within collaborative service associations, and the motivations that stakeholders have to undertake collaborative governance. This paper seeks to fill a gap in the current literature by examining processes through which citizens and stakeholders work together to make, carry out, and enforce public policy, elements influencing successful collaborative governance, the causal mechanisms that manage collaborative strategies, and the dynamics of the collaborative process. The findings of this study have implications for the function of reliability and confidence amongst network participants, the internal dynamics and causal routes of collaborative governance and its functioning, and the intrinsic intricacy in collaborative service delivery. pp. 105–110
