E-GOVERNANCE AND PUBLIC SECTOR REFORM
DOINA POPESCU LJUNGHOLMABSTRACT. The purpose of this article is to gain a deeper understanding of the intricacies related to the enforcement of technological solutions in public sector entities, ICT applications in the public sphere, the effects e-government schemes can have on public sphere entities and the services they provide, and the technology-enabled roles and reforms required to accomplish a more cost-effective and reasonable manner of working for public organizations. The paper generates insights about e-governance as approach for public sector reform, the function of technology as a carrier of e-government scheme goals, the link between ICT policies and public sector reform determinants, and the fundamental standards of efficiency gains and expenditures savings that have driven numerous private sphere ICT choices. pp. 7–12
